The opportunity

Havannah Port Marina is the centrepiece of a 607-hectare development in the sheltered waters of Havannah Harbour, on the north-west coast of Efate, about 41 minutes from Bauerfield International Airport and Lapetasi International Wharf.

The marina itself covers ten hectares with capacity for up to 230 berths, and is specified for cruise ships and superyachts as well as visiting yachts, with a travel lift and shipyard. Around it sit 62 waterfront residential lots, a commercial zone and recreational amenities. The masterplan allocates 100 hectares to community gardening and 15 hectares to mangrove restoration.

Construction is already underway on the marina, canals, waterfront lots and commercial zones. Investors can buy land or lease commercial space — hospitality, light industry or retail serving yachts and visitors — rather than take the whole scheme.

The yachting market it targets is small but documented: 376 yachts visited Vanuatu in 2023, including 16 superyachts, spending VUV 580m (about US$4.9m) directly and VUV 902m (about US$7.55m) including indirect effects.

Incentives available

Tourism operators receive duty exemptions on imported building materials, equipment, furnishings and boats through the Department of Tourism. VFIPA provides permit facilitation and aftercare.

Risks to weigh

Cyclone and seismic exposure is high. Marina infrastructure is expensive to reinstate — insurance terms should be established before committing. No capital requirement is published; terms are per lot or lease.
