The opportunity

A Ministry of Agriculture initiative to establish greenhouse villages — clustered protected-cropping units — as part of the federation's push to cut its food import bill and broaden the economy away from tourism and CBI receipts.

Unusually for the pipeline, the sponsor is flexible on structure: loan, debt, equity, or debt and equity combined. That suggests a development-finance shaped opportunity rather than a straight equity play.

Agriculture is one of the seven priority sectors SKIPA promotes, which is relevant to the concession application.

Incentives available

Agriculture is a designated priority sector. Fiscal Incentives Act tiers turn on local value added, which protected cropping for the domestic and regional market should score well against.

Risks to weigh

Government-sponsored programme at concept stage. Offtake, land tenure and operator capability all need to be established.
